Facebook's Developer Circles are local communities designed to help developers learn and grow.
The Challenge:
For the 2019 Facebook Developer Circles Community Challenge, Developers are invited to build software applications that use at least one of three featured technologies:
1. React360,
2. Spark AR, and/or
3. HTML5 Games.
The software must also fit into one of three categories:
1.Gaming and Entertainment
2. Productivity and Utility
3. Social Good.
Developers are encouraged to apply for this challenge because by participating, they will have an opportunity to learn new skills, meet new people, challenge themselves and win great prizes including a cash prize of over $165,000.
To win, the challenge, you will compete and win locally within any one of seven regions:
•North America
•Latin America
•Asia Pacific
•India
•Sub Saharan Africa
•Middle East/North Africa
•Europe
Each regional winner will continue to the final global round of the competition for a chance at winning additional prizes.

For the purposes of this Contest, the “Territory” means any country, state, province, territory, region, or jurisdiction where the laws of the United States or local law do not prohibit participating or receiving a prize in the Contest and excludes Quebec, and Crimea, Cuba, Sudan, Iran, North Korea, Syria and any other country designated by the United States Treasury's Office of Foreign Assets Control.
This Contest is open only to the following:
(Where distinction is not necessary, any Individual, Organization, or Team (including each Team member) that enters or takes steps to participate in this Contest is referred to in these Terms as an “Entrant.”)
In addition to and without limiting any of the above, each Entrant (including all members of a Team Entrant) and any Representative (defined below) of an Organization Entrant must be a member of Facebook in good standing at the time of entry and throughout the award of the prizes in this Contest.
Judging will occur in two phases:
Phase 1 - Regional Judging: Between approximately October 9, 2019 and October 16, 2019, panel(s) of judges selected by Sponsor in its sole discretion (collectively “Judges”) will review and score all eligible Entries received during the Submission Period to determine the winners of the regional prizes identified below. In Phase 1, eligible Entries received for a particular region will compete only against eligible Entries received in that same region. (Sponsor and Administrator reserve the right to accept or reject the region selected by an Entrant during the application process and to reassign an Entry to the applicable region as determined by Sponsor and Administrator in their sole discretion.) Potential winners of any regional prize will be allowed to continue building their Application until 4:59:59 p.m. ET on October 30, 2019 (“Additional Build Time Deadline”), provided that each potential regional winner that elects to continue working on their Application during this period must, before the Additional Build Time Deadline, submit an updated Entry that includes the revised Application in accordance with instructions provided by Sponsor or Administrator and/or posted to the Website. Any potential regional winner that updates their Application during this time, but fails to properly submit an updated Entry prior to the Additional Build Time Deadline will be judged in Phase 2 based on their original Entry as submitted during the Submission Period.
Phase 2 - Global Judging: Between approximately October 30. 2019 and November 12, 2019, a panel of Judges chosen by Sponsor in its sole discretion will review and score the updated Entry of each of potential winner of any regional prize to determine the winners of the overall (global) prizes described below. A panel of judges will also review and score the updated Entry of each of potential winner of any regional prize to determine the winners of the category bonus prizes described below.
During each Phase, each eligible Entry will be scored on a scale of one (1) to five (5) by each Judge on each of the following weighted criterion (the “Criteria”):
Quality of the Idea (30%) (Includes creativity and originality of the idea.)
Implementation of the Idea (50%) (Includes how well the idea was executed by the developer, the extent to which the Facebook products and specific Facebook product features were leveraged, and the extent to which respect for user privacy was considered in the design.)
Potential Impact on Category (20%) (How much impact the product could have in its stated strategy.)
Judges are not required to test the Application and may choose to judge based solely on the text description, images (if any) and Video provided in the Entry.
All Judges’ decisions are final and binding in all matters relating to this Contest. Each Entrant acknowledges that other Entrants may have created ideas and concepts contained in their Entry that may have familiarities or similarities to his/her/their Entry (including, without limitation, a similar Application), and that they will not be entitled to any compensation or right to negotiate with the Released Parties because of these familiarities or similarities.
The eligible Entries with the highest scores in each category will be selected as the potential winner of the prizes described below. In the event of a tie in the selection of any winner, the tie will be resolved in favor of the Entry with the higher score on the “Potential Impact” Criterion. If there is still a tie, the tie will be resolved in favor of the Entry with the higher score on the “Implementation of the Idea” Criterion. Sponsor reserves the right to contact Entrants for verification purposes and administration of the Contest. Winners will be chosen as specifically described, and not using any random drawing or method incorporating chance.
Sponsor or its designee will attempt to notify the potential winners on or around November 19, 2019 by email or other means (as determined by Sponsor in its sole discretion).
To enter the Contest, eligible Entrants must prepare and submit an Application to Sponsor during the Submission Period through the website located at https://developercircles2019.devpost.com/ (“Website”), by following the Website’s on-screen instructions and supplying all required information. To enter the Contest, Entrants must do the following, without limitation:
The Application and related content and information submitted through the Website in accordance with these Terms, all instructions on the Website, and instructions of Sponsor and Administrator, and actually received by Sponsor and Administrator, are referred to in these terms as an “Entry.”
An Entrant’s Application, and any other text, video, images, code, software, or other content that an Entrant submits to Sponsor and Administrator as part of this Contest is referred to collectively as the Entrant’s “Entrant Content”. All Entrant Content submitted in this Contest must comply fully with the “Entry Requirements” section of these Terms below.
